I give my support to the text of the "Bill of regulation and dissemination of Catalan Sign Language", so that their users can exercise their individual and collective civil rights.

 
We support the "Bill of regulation and dissemination of Catalan Sign Language" that the Government of the Generalitat of Catalonia has submitted to Parliament for its passage. The text of this law deploys Article 50.6 of the Statute of Autonomy of 2006, which states:

"The public authorities shall guarantee the use of Catalan Sign Language and the conditions for achieving equality for deaf people who opt for this language, which shall be the object of education, protection and respect.”

The bill that deploys it includes basic aspirations of Catalan Sign Language users and parents of deaf children who choose this option for them. In this way they will all see their linguistic rights recognized. This text provides legal protection and dignifies a minority language and it echoes the recommendations expressed by the European Parliament, the Council of Europe and the United Nations in this regard.

Deaf signers, which constitute a part of deaf people, are bilingual in practice in the languages spoken in the environment where they live and in their sign language. The use and learning of Catalan sign language adds up to learning Catalan and Spanish by deaf people in Catalonia, as established in Catalan and Spanish legislation. The accessibility to information and public services for all deaf people must also be ensured in the Code on Accessibility, which is also under discussion and that we demand with the same firmness.
